Russian Government Approves Online Sale of Subsidized Airline Tickets Experiment

In December 2024, the Government of the Russian Federation approved the parameters of an experiment on the online sale of subsidized airline tickets. According to the Decree of the Government of the Russian Federation No. 1776 dated 13.12.2024 "On conducting an experiment on the automation of managing concessional and subsidized passenger air transportation," starting from 01.01.2025, an experiment aimed at simplifying the process of purchasing subsidized airline tickets for certain categories of citizens will be launched.

Participants in the experiment will be young people under 23 years old, pensioners, people with disabilities, and large families, who currently purchase tickets at special fares through ticket offices. The program includes residents of the regions of the Far Eastern Federal District and the Kaliningrad Region.

During the experiment, mechanisms for electronic confirmation of a passenger's right to a concessional ticket will be tested. Integration of the "Subsidized Transportation Portal" information system and the automated concessional transportation management system with digital platforms of government agencies and the Pension and Social Insurance Fund is planned.

The goal of the experiment is to create a digital service for verifying passengers' rights to concessional tickets in real-time. Successful implementation of the project will simplify the ticket purchase procedure for concessional passengers, including people with disabilities, and reduce the time for verifying airline reports for allocation of subsidies.
